Newtown repainting rules: Inner West Council and City of Sydney
If your home is in Inner West Council
Inner West Council offers a Heritage Exemption Certificate for minor work on heritage items and on properties inside a heritage conservation area. Council has to confirm in writing before the work starts. One of the works council says it may support this way is repainting existing painted or rendered surfaces in a colour scheme appropriate for the area and the age of the building. Before any work starts, council asks owners to contact its Duty Planning Service to check whether consent is needed. A fee applies; council's Fees and Charges lists the current amount.

If your home is in the City of Sydney
The City's repainting guidelines say you don't need to ask the City for permission to repaint unless your building is listed as a heritage item; to repaint a heritage-listed building you need development consent or a written exemption from the City. The City says you do not need to notify it when repainting the already painted areas of a building that is not listed as a heritage item.
The City's repainting guidelines also say to repaint only surfaces intended for painting, and not to paint face brickwork, tiles or stone. If the brickwork on your building has already been painted, talk to the City before it is repainted.

Inner West Council's conservation areas in and around Newtown
Inner West Council's list of heritage conservation areas includes Enmore-Newtown, Holmwood Estate, and King Street and Enmore Road. That is not council's full list, so search your own address.
Holmwood Estate is at the southern end of Newtown, west of King Street. Council's statement says the Enmore-Newtown area does not include the retail premises fronting Enmore Road and King Street; those shop buildings fall in council's separate King Street and Enmore Road area. Council's statement describes the King Street and Enmore Road area as a late-19th-century retail precinct with a good collection of late Victorian commercial buildings.
For King Street and Enmore Road, the City of Sydney publishes a main street heritage paint scheme with suggested colours above awning level for building facades. The City says it was part of a study prepared for the City of Sydney and Marrickville councils, so ask your own council whether it applies to your building.

Lead paint in homes built before 1970
NSW EPA lists lead-based paint in houses built before 1970 as a source of lead. Inner West Council gives 1850 to 1915 as the key period for its Enmore-Newtown conservation area, so a terrace from that period was built well before 1970. Read the EPA's lead safety page before any old paint is sanded or scraped.
